Repost from Rappler

From Interaksyon

Sec Proceso Alcala said before the Congress budget hearing that Phil is now 96% self sufficient and hopes to achieve 98% by the end of 2014. He regrets that we were able to reach only 96% and not the goal of 100% in 2013 because of typhoon Yolanda.

The sufficiency rose from 82% to 96% in three years which is an achievement.  In 2014,  he said rice harvest was at 18 t million metric tons which is the highest so far.

How come said party list Rep. Colmenares that despite this declaration of rice sufficiency, Phil has to import  still 500,000 mt of rice.  Alcala said that it is needed to maintain buffer stock to stabilize prices.  Colmenares added that force majeure has been a major alibi why we cant achieve our objectives despite huge budgets.

Colmenares said that we should subsidize farmers instead as is the practice in other Asian countries (they stopped this in Thailand but is still happening in Korea and Japan
